During a meeting organized by the provincial government in the city of Ensenada, which brought together representatives of the production secretariats of more than one hundred municipalities, Girard stressed that ARBA is designing “more agile, transparent and fast” return mechanisms.

“At the same time, we implemented an intelligent graduation of the collection regimes, which allowed us to end the logic of accumulating balances in favor that the government of María Eugenia Vidal had generated,” he said.

In this sense, he pointed out that “when credit balances grow, the State is financing itself with working capital from SMEs. And that happened systematically during Vidal’s administration, since it was the response to the reduction of taxes that they carried out in the most concentrated and wealthy sectors of the province of Buenos Aires.

“The accumulation of balances in favor especially affects SMEs and micro-enterprises, suffocates production and destroys the industrial fabric and jobs. For this reason, despite the difficulties posed by the pandemic, we created a compensation system and deepened the return mechanism through the web, resolving a request that was permanently made to us by the private sector,” Girard assured.

In this way, “we continue to advance with measures to reduce the fiscal pressure on production, SMEs, businesses, monotributistas, but also on low-income sectors and the middle class, with active policies that contribute to the economic recovery of our Province. ”.

In order to respond to the accumulation of balances in favor, ARBA created in November 2020 the Single Compensation System, which makes it possible to use the tax credit to offset other tax obligations, whether they are Gross Income, Basic and Complementary Real Estate, Automotive, Sports Boats and Collection Agents.

Since this compensation channel was implemented, the provincial treasury has returned $7,091 million, corresponding to 19,748 requests made by taxpayers.

On the other hand, so far during the management of Cristian Girard at the head of ARBA, the agency raised the amount to be able to access the express return process via the web by 400%, going from $200,000 to $1 million.

More than 98% of those who have balances in their favor can now access this fast refund system, which becomes effective in 72 hours. In fact, in the last two years, 5,883 web procedures were carried out and ARBA returned around $250 million.
