Contrary to universal income, the Government subsidizes companies to generate formal employment

The Promote Employment plan, launched this week, is aimed at workers aged 18 to 64 who have not had a registered job in the last three months, except monotributistas social and employees of private homes. All those who are part of the program will be “bearers” of reductions in employer contributions of up to 95% in case of being hired by a company.

“The incentive to hire unemployed people becomes universal,” explained Laila Brandy, chief of staff of the Employment Secretariat, in dialogue with journalists. The program includes three services: job orientation services, vocational training courses and job placement services. To participate, workers must register in the Employment Portal (www.portalempleo.gob.ar), upload their CV and apply for “employment programs”.

There are benefits that are part of Foster Employment that are paid. In vocational training courses or career guidance courses, the person receives $15,000 per month, with a cap of six settlements per year. In job training programs, which are work practices in companies for up to six months, paid up to $23,000. Then, in the labor insertion programs (PIL) in which a company hires a worker through the Employment Portalthe Ministry of Labor subsidizes part of the salary paid by the company, in an amount of up to $25,000.

“It’s an active policy, not an income transfer,” Brandy stressed. As vacancies and funding are limited, the Ministry of Labor has set a “prioritized population”. These are: young people between 18 and 24 years old without completing high school, women between 18 and 59 with dependent minors, men between 45 and 64 years old, people of sexual diversity with X on their DNI, people with disabilities, and participants from other social plans, such as Empower Work (Social Development), Progresar (Education) and Accompany (Ministry of Women). “The programs can complement each other, but the benefits do not add up,” Brandy clarified.

For this year, they expect to reach 350,000 workers, whether they take a course, internship or find a job. In the next four years, they hope to reach 1.8 million people. The considered “prioritized population” is 3.6 million people. Last year, through the Employment Portal, 25,000 people were inserted into the labor market and another 65,000 underwent job training, according to official data.

The launch of the Foster Employment plan, which unifies all the programs that the Ministry of Labor had, and relates them to the plans that the other ministries have, occurs at the same time that a part of the FdT coalition requests a universal wage for 9 million people, through the bill presented by Juan Grabois’s party in Congress.

The training programs that will be included in the Promotion of Employment will be related to the “demands” of the provinces, explained Leonardo Di Pietro, Secretary of Employment. He highlighted that there is a lack of specific positions: drivers of heavy machinery for mining, specialists for the installation of the mills that the green hydrogen project will require and even welders for the gas pipeline. Companies benefiting from subsidies or tax cuts clarified that they must meet requirements, such as increasing the workforce and not having had labor registration violations.
