The DGA measurement offers a first check of declarations in protection of the fiscal interest that allow dismantling potential tax evasion maneuvers and abusive practices that affect the entry of foreign currency into the foreign exchange market. Also, with the reference values, it is possible to address the unfair competition of those operators that do not comply with the rules and detect deviations from the usual export values for identical or similar merchandise.
Since 2019, the DGA has set witness prices for more than 20 export complexes, after having been dismantled during the previous government. It recently incorporated lithium carbonate into the universe of goods reached by this instrument.
For powdered milk, Customs established in June 2021 reference values that have now been updated. General Resolution 5215/2022 modifies these witness prices for different formats in which this merchandise is sold abroad, in line with the increases in the international value of this product. In this way, the FOB value (before the payment of freight) will be located from this standard between US$3.10 and US$4.13 per kilogram.

To determine this update of the reference values for powdered milk, Customs considered internal and external sources of information that determined the need to modify the witness prices. The reference values will be in force for shipments made to countries of America, Africa, and Asia.
In December 2015, there were more than 20 specific products with reference valuesbut the previous government carried out a gradual dismantling of the tool until, in November 2017, it repealed the regulations that allowed establishing reference values.
