Hang continues (for now) and seeks to renew a Prices Care that loses impact

The doubts of the private sector arose as a result of the mass resignation of all the heads of the secretariats that depended on Guzmán, outside the Ministry of Energy, where Darío Martínez is supported. Thus, Hang is the only secretary close to Guzmán who maintains his position. He is one of the former minister’s most trusted persons, who served first as director of the Central Bank and then landed in the Internal Trade Secretariat on May 23, due to the resignation of Roberto Feletti. “Hang is Guzman’s man”qualified an official source.

“Hang did not resign, therefore, he remains in his position”, they limit themselves to saying close to their surroundings. The truth is that although in practice the Ministry of Internal Trade depended on Guzmán, at the request of the former minister to have greater coordination in the price policy, in theory the transfer never occurred on paper, because it was not made official. by decree in the Official Gazette. “It was in the process of being transferred,” they assured from the Ministry of Productive Development. In fact, the resolutions that are published by the Ministry of Commerce were signed first by Matías Kulfas, and now by Daniel Scioli.

In any case, Care Prices is not the only urgency. The Ministry of Internal Trade had implemented a mechanism to subsidize flour and noodles in supermarkets. The mechanism was a subsidy between private parties, which the exporters refused to continue financing. That is why Hang defined ten days ago that it would be financed by a public fund. Although he made that determination, in practice the factories still do not receive the subsidies. The companies continue to sell at the agreed price, with the promise that this week the subsidies will be accommodated. If the program is abandoned, the market prices of noodles and flour should be 50% more, as they commented to this newspaper.

The Care Prices program, in force since 2014 when it was designed by the former Secretary of Commerce, Augusto Costa, has a high adherence among consumers, according to a survey carried out by the ShopApp consumer platform. 49% say that when they go to the supermarket they try to buy as many products as Care Prices, and rises to 58% in the case of women. Also, 36% assure that it allows them to save on their purchases, a percentage that rises to 45% in the lowest socioeconomic levels.

However, there is 27% who say that they cannot find Care Prices products, and 20% who say that the program used to allow them to save, and now it does not. “Beyond adherence, the program has a worse conceptual perception than what actual purchases show,” assured Sofia Ruano, an industrial engineer specializing in mass consumption.

“The program fulfills its function, which is to bring lower-cost options to households of medium and low socioeconomic status, but there are warning signs: that 20% believe that the program is no longer enough to save, speaks of a need to add more products and discounts, instead of less, for which a more limited renewal could not be well received”, analyzed Ruano. On the other hand, he highlighted as one of the access barriers that the 11% of consumers do not shop in supermarkets and wholesalers, and therefore do not use Care Prices.
