Despite the meaning of his statement, Bustillo ratified Uruguay’s membership in Mercosur, beyond “some statements that seem to cast doubt on it.”
Bustillo’s word was awaited with special attention by all those attending the summit, after the Uruguayan president, Luis Lacalle Pouannounced on July 13 the formal start of negotiations between his country and Chinato seal a FTA(FTA) without the rest of Mercosur.

Without making explicit mention of the country he was referring to, Bustillo said that in Mercosur “we have not made progress in intra-bloc trade, but this has worsened in recent years with some members of the bloc.”
