For the countryside, these changes are very important and it is now understood the urgency that Domínguez showed in advancing with great speed on controversial issues, such as the commercial release of transgenic wheat, or the application of a global royalty for seeds that in recent days he even wanted impose directly by resolution, without the participation of Congress. The delay in updating the Seed Law exceeds 20 years. And, although all these issues generated quick reactions, they had not reached the level of criticism (already ephemeral) of the soybean dollar, which had even caused a new fracture within the cabinet itself, which could now be rendered ineffective. The issue, which was intended to encourage the peremptory liquidation of part of the harvest still saved, does not seem to be fully understood by officials who are not familiar with the scheme of agricultural production and harvest (or calving) only once or twice a year. This necessarily forces sales to be staggered, and even more so when the dry season that has prevailed until now, prevents progress with the work of coarse grains. The situation is exacerbated by the lack or restriction of some key inputs, such as fertilizers, fuel, etc. In other words: it has to rain for the producers to start liquidating, otherwise it is very difficult for them to do so because they have no way of maintaining the value of the “pesos” resulting from these sales.
