On her last day as minister, Silvina Batakis signed the decree that transfers control of the Federal Property Valuation Agency (OFEVI) to the Treasury Palace, the entity created in 2017 that is in charge of combining procedures and methodologies with which the provinces value real estate and collect these property taxes. The fiscal value of the property also impacts the national collection of Personal Assets and municipal taxes.

Decree 450, published in the Official Gazette, puts OFEVI at the head of the Ministry of Economy, which until then was under the Secretariat of Provinces of the Ministry of the Interior, which occupied batakis before your arrival at the Treasury. In her only press conference as minister, the official announced that she would transfer the agency to the Ministry of Tax Policy for the Economy.

The OFEVI was created with the Fiscal Consensus that former President Mauricio Macri signed with the provinces in 2017, with the aim of unifying criteria and fiscal valuations. These are set by the provincial legislatures to determine the collection of real estate taxes. But they also impact Personal Assets.

The Government kept him immobilized until the beginning of the year. So much so that, until the end of February, the authorities appointed by Macri and his Interior Minister, Rogelio Frigerio, appeared on the official website. But, at the same time, he included the real estate revaluation in the action plan that he agreed with the International Monetary Fund (IMF) to increase collection and make it more progressive.

“Further improvements are expected to ensure that real estate valuations better reflect their actual values,” the Government informed the Fund upon signing the agreement. “To do this, in close coordination with provincial governments, at the end of September we will complete the process of updating real estate appraisals at the federal level so that they begin to take effect from fiscal year 2022.”

The decree provides that the OFEVI advisory commissions, made up of representatives of the Executive and the provinces, should begin in the coming days.
