Sergio Massa will announce this Friday a credit of US0 million from CAF

A first step in this roadmap, which is broader, will be taken by Massa himself this Friday when he signs an agreement for US$750 million with CAF. The credit includes a program for the expansion and improvement of school infrastructure in the Province of Buenos Aires for US$75 million, one for the Recovery and Development of Agro-export Complexes for another US$75 million and support for the National Plan “Argentina against hunger “, for $100 million. Also support projects for the Argentine road system, for US$75 million and AYSA works for US$340 million.

On his first day as minister, Massa maintained a communication with the head of the IDB, Mauricio Claver-Carone, to improve the bond that was broken after the US official made a series of public criticisms of Argentina, while delaying pending disbursements for $800 million. Beyond the political intentions of the president of the organization, who was key in the record loan from the Monetary Fund to Mauricio Macri, in the Government they recognize that in the management of the former Secretary of Strategic Affairs, Gustavo Béliz, there was a deficiency in the execution of the projects .

That point is not minor. To obtain financing from multilateral organizations, it is necessary to outline specific projects because the credits are specifically allocated. Few officials take time from daily management to put together those folders. The task itself is not easy. But, in addition, for the disbursements to materialize, progress must be made in the execution of the programs. On this point, the Nation’s General Audit Office warned of delays in a recent report. In some cases, underexecution reaches 90%.

The Ministry of Economy specifically asked Neme to speed up the execution. The former Deputy Chief of Staff will be in charge of an International Financing Executing Unit to develop productive projects. The Tucuman is a specialist in this type of management, which he had to carry out when he was in the Rural Change Unit (UCAR) of the Ministry of Agriculture.

As Ámbito learned, Neme already has a folder with at least five programs that could advance in the short term. In fact, he will receive Senator Alberto Weretilneck tomorrow to finish shaping a project that seeks to expand the irrigation zones in the Middle Valley of Río Negro and that could be financed through multilateral organizations.
