Rates: What the Zoning Criteria for Water Subsidies Looks Like

Galmarini, when deepening the explanation on how the implementation of the segmentation of water rates will be, explained that there will be a zoning criterion, when determining how much will be charged on the water bill. AYSA and if the user will be able to maintain the subsidy.

In other words, those users included in the segment or group of “Social rate”that is, those who will maintain 100% subsidies and reside in areas where the benefit is completely withdrawn, will be able to maintain it, as long as they meet the group’s requirements.

The users of the Social Rate group, with 100% subsidy coverage in the price of the service on the ticket, are entities such as NGOs, dining rooms and picnic areas, non-profit associations and neighborhood clubs, among others.

These beneficiaries, within the “Community Rate” group, will be able to maintain the subsidies despite being located within an area where the benefit is completely withdrawn, they explained yesterday.

How the zoning criteria for rates works

In the presentation this Tuesday, the Energy authorities explained that “it is the rate tool that best interprets the differences in real estate valuation as a reflection of the socio-economic situation of the users.”

This mechanism has 11 zonal levels that are grouped into “low”, “medium” and “high”, in addition to the distinction of categories (Residential, Non-Residential and Baldíos).

The Government explained that users pay per liter of water “30% of what it costs to make it drinkable”, while “the State covers 70% of the service and 30% the company with income from collection”.

In this way, the Government confirmed that it will move forward with the removal of the subsidy in three zones that AYSA ordered according to its zoning code that it has in its regulatory framework:

  • High level users have a total subsidy removal from November 1st.
  • Medium and low level users will have a progressive reduction and the subsidy will be removed definitively in March 2023.
  • After this reduction, the low sectors will continue with 15% until May 2023.
  • People who have a social or community rate are left out of this subsidy cut scheme.

What are the areas that are going to pay more for water

According to the map released by the national government, the area most affected by the removal of subsidies will be the Federal Capital Region, where there will be three marked areas:

  • High Zonal Value: It was delimited to the area that includes communes 13, 14, 6 and 2, that is to say, the Buenos Aires neighborhoods of Núñez, Belgrano, Palermo, Recoleta, Caballito and part of Retiro, are part of the users who will see a total removal of the subsidy from November 1.
  • Average Zonal Value: These are communes 12, 15, 11, 5, 3, 1 and 7, that is, part of the neighborhoods of Saavedra, Coghlan, Villa Urquiza, Villa Pueyrredón, Villa del Parque, Almagro, Balvanera, San Nicolás, among others. , represent the average users, who will have their subsidy removed progressively, while the definitive removal would arrive in March 2023.
  • Low Zonal Value: the south of the City of Buenos Aires, in the neighborhoods of Mataderos, Villa Soldati, Villa Lugano, among others, qualify in the Low Zonal Value, will continue with a 15% subsidy until May 2023. People who have a social rate or community are outside this scheme.

The vast majority of the regional zones located to the north, south and west of the province of Buenos Aires fell under the low zonal rating.

However, on the map released by authorities you can see some sources of High Zonal Value. “In the northern region there are the green dots that are private neighborhoods,” AySA sources warned.
