The strengthening of the family allowance was published this Friday in Diário da República in a decree-law that updates access levels and extends the allowance to foreign minors not born in Portugal.
According to the legislation released today, the changes relate to current family benefits and applications pending decision by the governing body as of the date of entry into force of the decree-law, “implying a formal reassessment of household income groups of recipients of family benefits, which will come into force on July 1, 2022.”
Decree-Law reduces the number of levels of access to the family allowance from six to five, updating them.
Thus, the 1st group remains for earnings less than or equal to half of the guaranteed minimum monthly wage (minimum wage – 705 euros), i.e. 352.5 euros, and the 2nd group remains for earnings exceeding half of the guaranteed minimum monthly wage wages. and less than or equal to one times this amount.
The 3rd group has been updated to cover income from the guaranteed minimum monthly remuneration up to 1.7 times this amount, i.e. 1,198.5 euros (was from 1 to 1.5), and the 4th group is for income above this amount and below or equal to 2.5 times the minimum wage, i.e. 1,762.5 euros (was from 1.5 to 2.5).
The 5th and final group, according to the document released today, is for earnings above 2.5 times the minimum monthly wage (this was between earnings above 2.5 times the minimum monthly wage and less than five times).
Last week, the government announced an increase in the family allowance to a minimum of 600 euros per year per child for children in grades 1 and 2, adding that the measure would cover around 400,000 children, regardless of age.
The Decree Law published today also extends the provision of family benefits to foreign minors not born in Portugal.
“Minor foreigners who were not born in Portuguese territory but who are in Portuguese territory enjoy the same residence status accorded to those persons who actually exercise parental responsibility towards them or on whom a measure or measure of encouragement and protection is being carried out. Civil guardianship , for purposes, namely, the assignment of a family allowance to children and adolescents and a social security identification number,” the text reads.
This decree shall enter into force on the day after its publication and shall enter into force on July 1, 2022.
Also today, the Diário da República published a decree regulating the Childhood Guarantee, a monthly payment with a differentiated amount in addition to the family allowance for children and youth. It also establishes as cumulative access conditions “ownership of the provision of a family allowance for children and youth, age under 18, and integration into a household whose basic income is below a limit to be determined.”
According to the document, the base cost of the Childhood Guarantee corresponds to 1,200 euros per year, and for 2022 to 840 euros, “proportionally and monthly with reference to the entry into force of the measure.”
“In addition, the updating of the reference value of the Guarantee for Children and the official allocation of support by the managing organization for the provision of family benefits for children and youth have been determined,” he says.
The measure will cover 123,000 children, the government announced last week.
The decree also adds that from 2023, all children and young people under the age of 18 at risk of extreme poverty will be eligible for an annual global sum of €1,200.
