In accordance with the instructions of the General Budget Office (DGO), the deadline for submitting budget proposals under the state budget for 2023 (OE2023) for public administration services ends on Thursday.
The GGO indicates that “in cases of non-compliance with the deadline for uploading budget projects to the systems, the 2022 budget will be considered with adjustments that the Ministry of Finance deems convenient to make.”
The aim, the circular says, is to ensure that the government budget is finalized or, in the absence of such a budget, in accordance with available financial information.
According to the DGO’s guidance, subsequent registrations or changes will only be allowed “in very exceptional cases”, which must be “duly justified” and “at the request of the program coordinator”.
With regard to spending reviews, the circular requires organizations to include details of budget plans for efficiency improvement and cost control initiatives that offset the impact of new budgetary constraints but also create financial buffers to fund possible new projects.
The GGO circular states that when drawing up budgets, it is necessary to provide for a reserve in the amount of 2.5% of the budget of the entire budget program, in the budget for the activities of the coordinating body of each budget program, a reserve that covers the financed costs from tax revenues to the budget.
According to the Budget Framework Law, the OE2023 proposal must be submitted to Parliament by 10 October.
