how is the distribution of power

According to the organic letter of the BCRA, the directory is made up of a president, today Miguel Pesce; a vice-president, until now in charge of Sergio Woyecheszen; and eight directors. Both the President and the Vice President are appointed directly by the Executive Branch. The appointment of Pesce and Woyecheszen when they arrived at the BCRA makes explicit the roles for which they were appointed at the top of the entity.

But the vice presidency appointed by the Executive Power is not the only one that actually works in the Central. To function properly, the board of directors usually votes for a “second vice president”, a position that does not exist on paper but does exist in the body’s practice. That place is today occupied by the La Plata economist Jorge Carrera. Why is it important which “vice presidency” Lisandro Cleri will reach? Because of the political interpretation that can be made regarding the balance of power within the entity and, especially, how the distribution of chips between Miguel Pesce and Sergio Massa is, a distribution that, ultimately, also speaks of the balance between the figure of Alberto Fernandez and the Tigrense.

Cleri’s appointment is the second gesture of support from Alberto Fernández to Miguel Pesce in less than 24 hours, because in statements to TN the president confirmed the continuity of the economist as head of the monetary authority. “Pesce is ratified, I am going to re-sign the decree so that it continues”, assured after being consulted about the culmination of the official’s mandate on September 23. With this statement, Alberto Fernández put an end to a series of speculations about the continuity of his friend at the head of monetary and exchange policy decisions.

Despite this confirmation, the game of the chair at the BCRA was not over, because on September 23 another four mandates also expire: that of Sergio Woyecheszen, Claudio Golonbek, Betina Stein and Claudia Berger. Except for Stein, the rest answer to Pesce.
