The Government advances with a 0,000 million fund for infrastructure works

The trust fund was created within the framework of the Law for the Defense of the Assets of the Sustainability Guarantee Fund (FGS) ANSES and has a duration of twenty years. The objective, says the rule, is “invest in strategic sectors for the National State and promote the generation of employment as an economic development policy in pursuit of the sustainability of the real economy”.

as written, the management of the fund corresponds to the Minister of Economy, that is, to Sergio Massa, with a board that is made up of the Minister of Productive Development -today the Secretary in charge of José Ignacio de Mendiguren-, the director of Anses, Fernanda Raverta, and two deputies and two senators, one for each majority block. Government spokesmen indicated that they are working to adapt the rule to the new organization of the economic area, since the productive portfolio no longer exists as such.

When the defense law of the FGS was approved, whose objective was to prevent the sale of the shares of companies that Anses retains as a result of the nationalization of the Retirement and Pension Fund Administrators (AFJP), the creation of the fund was established. trust. The idea is that the money is not invested in the financial sector, but in the real economy.

The law provides that Anses allocate $100,000 million. At the same time, the Strategic Investment Program will go to the market to place VDF, which will be adjusted for inflation (CER). The Treasury Bond that Economy issued this week will have the purpose of acting as a guarantee for these credits. If the fund could not respond to the credits, the bonus will be delivered.

The DNU explains why the Program plans to issue VFDs adjustable by CERand in turn, grant credits to companies that execute infrastructure works adjustable by the same clause, something that is prohibited by law 23,828 (Convertibility Law) that is still in force and prohibits debt indexation mechanisms.
