A 21-year-old NPR soldier from Nisa, who had served five months, was detained by the head of the post, handcuffed and left half-naked in a cell for almost six hours. The reason was that the soldier came to the service in a state of intoxication. But formally, the arrest was due to an act of defiance. Military sources say the situation is causing internal divisions, pointing to abuse of power, illegal detention and, in extreme cases, torture of the detained guard.

The soldier was allowed to take the day off and entered service at 08:00 the following Monday. At the time, the head of the post ordered the soldiers of the service to take an alcohol test, and the guard blamed the level above the legal limit.

He asked for a second test, but was refused, causing the soldier to tear up the form issued by the breathalyzer. Shortly thereafter, Commander Sa Ribeiro asked one of his colleagues present for handcuffs. The guard held out his hands and did not resist, but was forced to undress, leaving only his underwear. Then he was placed in a cell. It was 8:48 in the morning and they didn’t let him out until 13:50. The whole situation was observed without interference by the commander of the Nisa detachment, Captain Luis Ribeiro.

Military sources contacted CM a guarantee that there were no grounds for detention – neither for alcohol (no criminal case was brought against him), nor for an act of disobedience (punished by a maximum of two years in prison and there was no resistance) – and that only a disciplinary case should have been opened.

GNR confirms arrest
An official source from the High Command of the PPR confirmed to the KM the detention of a 21-year-old soldier at the Nisa post and said that the commander of this post was not removed from service, “because there is no situation about him.”

The GNR explained that the security guard was detained for “crimes of disobedience and disobedience after reporting to patrol duty between 8:00 am and 4:00 pm, accusing a blood alcohol level of 1.19 g/l, confirmed by a quantitative instrument. .”. “In this scenario, the detained soldier was sent to the cell of the aforementioned post for inappropriate, altered behavior and for trying to destroy evidence, namely registration and the result of an alcohol test,” he said. The uniform in which he was dressed was removed “For security reasons.”

“In the days preceding and up to the moment of arrest, a certificate of temporary incapacity for work was not handed over to any hierarchical structure of the armed forces of this serviceman,” the NDP said in a statement. After being released, the soldier “entered the house of the garrison where he lives and, naturally, had access to all his belongings.”
