Furthermore, the Executive summoned the organizations registered in the Registry of Associations of Workers of the Popular Economy and Basic Subsistence to designate the representatives that will integrate the aforementioned Council and entrusts them to promote an “Agenda for the Institutionalization and Development of the Popular Economy”.
This agenda will have as objectives “the productive strengthening, the formalization of workers and the promotion of access to credit and state purchase for the undertakings of the Popular Economy”, is indicated in the foundations of the regulations.
The measure also promotes in favor of the Work Cooperatives of the Popular Economy the granting of 30% of the National Public Works under the corresponding contracting modalityin carrying out works of up to $300,000,000, an amount that will be updated as provided by the enforcement authority, and taking the specialties of said Cooperatives as indicative. In all cases, the work will be carried out under the corresponding contracting modality.
Also instructs the National Procurement Office to include in the specifications of the general bases and conditionsa margin of preference for bidders in whose payroll proves a minimum of 5% of linked workers or workers linked to the “Puente al Empleo” Program.
The latter in particular is linked to the announcement made this Thursday by the Government to set a cap on registrations for the program Boost Work. The decree signed the previous day by the president also details that the casualties will not be replaced by new hires, but that the budget will be used to finance a tool bank for workers in the social economy. The savings that are eventually produced will be allocated to the productive management units, exclusively for the acquisition of capital goodsthis within the framework of the regulations that govern the programs that foresee transfers for said purposes and of the one dictated by the competent authority for its due implementation.
On the other hand, the ministries are instructed to dictate, within the scope of their respective competences, the complementary and explanatory norms that are necessary for the implementation of the decree.
