Greater volume
As anticipated by Ámbito, this Thursday the first objective of the new rounds was to extend the volume commitments awarded in the previous rounds (equivalent to 70 million flat cubic meters per day). For the extension, offers were received for 98% of the volume and at almost the same price: US$3.54 per MMBTU, less than 1 cent of difference with the previous rounds.
In addition, an effort was made to guarantee the filling of the President Néstor Kirchner Gas Pipeline, which will enter into service next winter, on June 20, 2023. In this case, flat volumes of 14 million m3/d were requested and offers were received for almost 18 million m3/d. m3/d, at an average price of US$3.41 per million BTU, with a 15% discount compared to the maximum price of US$4 raised in the tender. This is equivalent to 12 cents less than the flat volumes already awarded in the first Rounds of the Plan.
Due to the winter peak demand of 14 million m3/d for the Gas Pipeline, offers were received for almost 28 million m3/d, twice as much, at an average price of US$4.7 per million BTU, which represents a 32% discount with respect to the maximum price established in the contest.
Marcelo Mindlin, president of Pampa Energía, was present at the award ceremony. “For many years, gas producers have been requesting that there be a predictable price path in the medium term, and that the gas pipeline be built, two fundamental issues for the development of Vaca Muerta,” he stressed.
In addition, he assured that this Government “complied” and the sector “responded to these actions with large investments and a lot of competition”, offering prices of around US$3.50 per million BTU, when the country has to import US$30 per ship of LNG oau$s15 from Bolivia. “From Pampa we will contribute 44% of the gas that the new pipeline will transport next winter,” Mindlin said.
For his part, Royon said: “The Gas Plan allows us to ensure internal self-sufficiency at a competitive price for all Argentines and for the industry, promoting federal development with added national value.”
savings in subsidies
According to official calculations, it is expected that for next year the Gas Plan will enable savings in subsidies of US$2.2 billion, as well as foreign currency savings of US$3.5 billion in 2023 and US$ s27,000 million in the next five years. Therefore, taking into account the entire period 2023-2028, the total savings between subsidies and foreign currency will reach US$46.5 billion. Along these lines, Royon assured that there are conditions to “strengthen export commitments with the region.”
The companies that were awarded Rounds 4 and 5 of the Gas Ar Plan were: YPF, Shell, Pampa Energía, PAE, CGC, Pluspetrol, Tecpetrol, Total, Exxon Mobil, Petrobras, Vista and Wintershall Dea. The event was held at the Kirchner Cultural Center with the presence of Governors, businessmen and unions.
