Increases: what is coming in 2023 for telephony, cable and internet
“Establish that the Licensees of Mobile Communications Services (SCM) may apply as of January 1, 2023, an increase in the value of the retail prices of any of their plans in the postpaid and/or mixed modality, in a percentage of up to FOUR percent (4%); taking as a reference their prices in force as of December 31, 2022 and authorized by ENACOM Resolutions”, expresses Resolution 2494/2022 in the Official Gazette.
“As of February 1, 2023, the aforementioned providers may apply a new increase in a percentage of up to FOUR percent (4%). on the same prices, taking as a reference the updated values and in accordance with the terms of the previous paragraph”, it adds.
“As of March 1, 2023, the aforementioned providers may apply a new increase in a percentage of up to THREE WITH 50/100 percent (3.50%) on the same prices, taking as reference the updated values and in accordance with the terms of the previous paragraph. From April 1, 2023, the aforementioned providers may apply a new increase in a percentage of up to THREE WITH 50/100 percent (3.50%) on the same prices, taking as reference the updated values and in accordance with the terms of the previous paragraph”, it details.
These figures will govern, according to the regulations, “for licensees of Mobile Communications Services (SCM), as well as for those of Internet Access Value Added Services (SVA-I), Fixed Telephony Services (STF), Services of Broadcasting by Subscription through physical or radioelectric link (SRSVFR) and Audiovisual Communication Services of Broadcasting by Subscription through satellite link (DTH)”.

clarifications
The Resolution established that “any increase on retail prices that may have been applied by the Licensees of ICT or DTH (Satellite TV) Services and that exceeds the values expressly authorized by the Resolutions cited in the previous Articles or in this one, It must be reimbursed to its users in the next invoice to be issued, with updating and interest subject to the same interest rate that they apply to their clients for late payment of invoices”.
It also clarified that “in those cases in which a user does not pay their bill with increases greater than those authorized, the providers must refrain from calculating the current legal deadlines to proceed with the suspension of the service” and they will not be able to compute arrears on the invoices.
According to the Government, the new increases are due to “the requirements for new increases are based on the higher costs and the impact of fluctuations in the main economic variables in the operations of the Licensees during the months elapsed since the beginning of the regulation of retail prices”, it was officially argued.
In addition, it was added that “the analysis of the different requests for retail price increases together with the successive fluctuations of the main economic variables that impact their costs, especially in the case of small and medium-sized providers, allows us to verify the need raised by the ICT Services and Satellite TV sector, given the marked differences in response in their operational and financial capacities”.
