But apart from this particular dispute, there is a historical difference in the distribution of resources between the provinces of greater and lesser relative developmentderived from the crossing of two criteria: the distributive (which prioritizes the needs of each district) and the devolutive (which puts everyone’s contribution to the global economy first), to which must be added the gaps in terms of population density.

Paradoxically, the two extremes of the distribution of resources per inhabitant are occupied by the districts that did not have autonomy when the Coparticipation Law No. 23,548 was sanctioned: Tierra del Fuego closed 2022 as the most favored province of shipments when measured in terms per capita, with $417,210.5, while CABA (by far the district with the highest population density) was in last place with $45,901.6.

If the complete list is reviewed, it will be possible to observe that in the per capita distribution -with the exception of Chubut- CABA is accompanied among the less favored by the provinces of greater relative development: Santa Fe ($157,174.2), Córdoba ($143,082.8 ), Mendoza ($126,611.9) and Buenos Aires ($82,345.5).

Likewise, Tierra del Fuego is followed in the list by a series of provinces characterized by low population density: Catamarca ($395,162.1), Formosa ($365,751), La Pampa ($321,636.5) and La Rioja ($313,620).

The rate of the city of Buenos Aires is calculated outside the so-called “secondary distribution” (distribution among the provinces) and is taken directly from thes resources assigned to the National State.

With the 1.40% rate established in Law 27,606, the city of Buenos Aires is the seventeenth district in terms of percentages, after the province of Buenos Aires, Santa Fe, Córdoba, Chaco, Entre Ríos, Tucumán, Mendoza, Santiago del Estero, Salta, Corrientes, Formosa, San Juan, Misiones, Jujuy, Catamarca and Río Negro.

If the percentage of 2.95 assigned in the precautionary order of the Court prospers, the porteños would become the fourth jurisdiction, only surpassed by Buenos Aires, Santa Fe and Córdoba.
