After UberEats left the market, Mjam and Lieferando are currently the only two major providers in Vienna. The BWB therefore fears market concentration and thus competition problems.

“The BWB can examine economic sectors in response to general developments. Possible structural factors that could indicate a distortion of competition are to be identified,” said the BWB’s broadcast. As part of a new market study, the BWB wants to survey Viennese restaurants and catering establishments in order to be able to assess whether there are any obstacles to functioning competition among online delivery services.

Positive network effects

There are positive network effects between the two platforms because restaurants tend to offer their dishes on platforms with a large reach. Conversely, consumers are more likely to order from delivery services that offer a large selection. According to the BWB, markets in which network effects such as these play a role are particularly prone to strong market concentration. This could lead to problems in competition, such as giving preference to one’s own products, entry barriers for potential new market participants or a non-transparent ranking of offers.

Third parties can become whistleblowers anonymously (https://www.bwb.gv.at/kartelle_marktmacht ABUSE/whistleblower_w erden/) or non-anonymously (competition@bwb.gv.at) to the BWB if they have information about competition problems.
