Regarding the pre-selection criteria that were used in September, the Committee established that, for critical and non-critical sectors, the turnover registered in August 2019 and August of this year will be taken, and the difference must give at least one drop of 20% in real terms and a maximum increase of 70.4% in nominal terms.

That same period of comparison will be used in the health sector, although the difference in billing must give at least a variation of 0% in real terms, and at most an increase of 113% in nominal terms.

Regarding the Emergency Assistance Program for Independent Workers in Critical Sectors, the new provision of the Ministry of Labor establishes that the same values ​​will be taken as the critical and non-critical affected sectors, in terms of the variation in turnover, comparing the July 2019 through August this year.

On the other hand, the Committee highlighted that “after the relaxation of most of the social distancing measures, economic activity and labor dynamics showed clear signs of recovery during July and August.”

In this framework, he considered that it is necessary “to maintain the same parameters and conditions of application of the selection phase defined for August”.

“In this way, there will be a reduction in the number of beneficiary companies, not due to an increase in the requirements established to access the program, but as a result of a general improvement in the economic conditions of the companies”the Committee stated.

In this regard, the variation in purchasing billing should be less than 70.4% for critical and non-critical affected sectors (it was 72.9% in August) and 113% for health care providers (it was 116.1% ).

Meanwhile, the amounts remain at $ 22,000 for assistance to workers in companies in critical sectors, the same amount as for health care and for the Emergency Assistance Program for Workers and Independent Workers in Critical Sectors, and in $ 9,000 to affected non-critics.

In the same way, the Committee once again considered that it is not necessary to differentiate the parameter of the variation of invoicing and VAT purchases for companies according to their size, whether they have less than 800 or 800 or more workers.

In the case of the variation in the relationship between labor cost and billing for non-critical and critical sectors, it also maintained the requirement that it be greater than -20% for the health sector, and greater than -10% for the rest, and the condition of mandatory compliance.

Meanwhile, for the parameters applied to the indicators including debt (greater than 0.6), variation in the consumption of electricity and gas (less than 0%), the same values ​​defined in March remain.

Similarly, with respect to the variation in imports, it must be a fall of at least 20% for companies with fewer than 800 workers, and 30% for the rest, but 0% for health companies.

As in April, the parameter referring to the current liquidity indicator must be less than 2.5 in all sectors benefiting from Repro II.

To access the benefit, employers must comply with the conditions according to the sector they are in, and according to the parameters set for each one.

In the case of both critical and non-critical affected sectors, they must achieve compliance with at least four of the seven established parameters, of which the variations in billing, VAT, purchases and the relationship between cost will be mandatory. labor and billing.

For the health sector, the four parameters that must be met must include variations in billing, and the percentage of the relationship between labor cost and billing.

In the case of companies registered as providers of the Previaje program, they are exempt from complying with the billing indicators and the relationship between labor cost and billing, as long as these companies have been beneficiaries of Repro II at least in one of the the last three months prior to the application for the September benefit.

These companies must meet a minimum of two indicators to access the program.

Companies with more than 15 employees and dependent workers must submit the required information on the amounts of assets and liabilities and net worth.

In the case of the Emergency Assistance Program for Independent Workers in Critical Sectors, the variation in turnover must be less than 70.4%.
