Despite the fact that the opposition tries to block Sergio Massa’s request, the National Audit Office (AGN) will analyze the potential impact for ANSES of the bond swap announced by the Minister of Economy. It will do so under Article 118 of the Financial Administration Law, which enables it to analyze issues that have to do with contracts or acts of economic and social significance. In the control body they believe that in the next few hours another request will arrive from the mixed auditing commission of Congress accounts that will speed up the times. The opinion could be available quickly as the application consists of only two questions.
The short circuits between the Government and the opposition cross different areas of public life and are exposed every time a decision is debated. The case of the last exchange of public titles announced by Massa perfectly reflects the situation. The Palace of Finance announced the measure, questions arose and it was decided to send a consultation with the University of Buenos Aires and the General Audit of the Nationunder the promise that if there is harm to the Sustainability Guarantee Fund, it would not be applied.
However, in the control body, a sector of Together for Change seeks to prevent an opinion on the matter from being issued. “We have experienced technicians from all political parties and the request that came from the Economy is very simple: it only has two questions. This is something we can do, because it has already been done in other cases, such as the 2010 swap, and it could be resolved quickly,” said an official with a long career in the AGN.
The different sources of the agency consulted by Ámbito also explained that article 118 of the financial administration law enables them to analyze issues that have to do with contracts or acts of economic and social significance. The request that Massa submitted this Monday through a note addressed to Mr. Jesús Rodríguez is inscribed within this framework.
The opposition blockade attempt seeks to leave the Economy without that technical guarantee for the operation. But everything seems to indicate that apart from Massa’s request there will also be a request from the Mixed Auditing Commission of Congress, which is the governing body of the Audit. Hence Together for Change would not have much margin left to evade the request.
At this time, it is most probable that the reference takes place only to the theoretical exercise that the decree proposes. That is, neither the object nor the scope of the analysis will be expanded. This does not take away or make it impossible for an ex post report on the result of the exchange to be prepared in the future.
The questions that Massa sent are focused on determining whether the exchange conditions set forth in the decree generate patrimonial damage in the portfolios of Public Sector organizations. If it is negative, consult what the ranges of “equity revaluation taking as reference the closing prices of the secondary market of the day of the date” would be.
