The Ministry of Economy announced new tax relief measures for SMEs with the update of new maximum billing. The objective of the portfolio that leads Sergio Massa is to guarantee that micro, small or medium-sized companies continue within the corresponding category, taking into account the evolution of inflation, so that they do not lose the benefits granted by the certificate.
As reported by the Treasury, the measure will enter into force this Monday through Provision 88/2023 of the Undersecretary of Small and Medium Enterprises. Total, will benefit about 1.8 million companies and taxpayers234% more than in 2019.
To carry out the update of the maximum billing amounts, Economy will take as a reference the Implicit Price Index (IPI) of the Gross Domestic Product prepared by INDEC led by Marco Lavagna, sectorally differentiated. From the ministry headed by Massa they explained that the sectors were updated in a range that goes from 82.5% to 129.7%.
The Secretary of Industry and Productive Development, José Ignacio de Mendiguren, affirmed that today “We have more than triple the number of companies registered as MSMEs than three years ago” as a result of a public policy “that seeks to promote formality and from which the State accompanies SMEs with tax relief.”
The provision of the undersecretary that leads Mendiguren also clarifies the conditions of access to the MiPyME Registry, establishes the registration procedure of the Associative Forms made up only of MiPyMEs and Trusts and informs that the procedures were digitized to expedite the deadlines for inscription.
Benefits for MSMEs
According to official figures, today there are 1,773,892 companies, self-employed, cooperatives and monotributistasboth employers and non-employers, who have a valid certificate, which allows MSMEs to access the CreAr financing program, social security, customs and tax benefits, technical assistance and inclusion in various tools promoted by the Ministry of Industry and Development Productive, such as the Potencia PyMEX and Producir con Equidad programs, the Argentine Good Design Seal and the Single Financial and Economic File (LUFE), as well as instruments and policies carried out by other State agencies.
The creation of the MiPyME Registry constitutes a precise information tool for the national State and the provinces on the universe of SMEs in the country. In this way, the different state agencies can advance with the planning of public policies that improve the situation of said sector.
To date, the Ministry of Industry and Productive Development maintains information exchange agreements with the provincial governments of Entre Ríos, Santa Cruz, Catamarca, Tucumán, La Rioja, Río Negro and Neuquén.
Composition of the MSME universe
Currently, the universe of the 1,773,892 companies that currently have the current certificate is made up mostly of those that are dedicated to the service industry. This sector represents 50%.
Likewise, 24.1% of the total belongs to the commerce sector, one of the most powerful in the national economy, while the remaining percentage is divided as follows: Industry (12.9%), Agriculture (8.6 %), Construction (4.3%) and Mining (0.1%).

Regarding the distribution according to size, the MiPyME universe is mainly made up of micro companies (95.9%), while 3.4% make up the small section, 0.7% to the medium-sized group Section 1 and 0.03 % to the median segment section 2.
How to access the MiPyME registry
Obtaining the certificate granted by the secretariat is 100% digital. To do this, you must access the AFIP website with CUIT and tax code.
The categorization is carried out according to the main activity of the company, applying the sales ceiling (an average of sales is made in the local market plus 25% of the exports of the last three closed fiscal periods), the employment ceiling and/or or the asset ceiling (for those companies whose main activity is financial or real estate).
