The Ministry of Economy retroactively declared a state of emergency or agricultural disaster in the province of Formosafor farms of cucurbits affected by hail and of bananas impacted by late frosts and droughtthrough resolution 428/2023 published in the Official Gazette.
The resolution determined that, in the case of the cucurbit productionthe state of emergency began on last October 20, and in the one of the bananas, last August 1.
In both cases the end of the emergency is last March 31date to which it was considered as end of production cycle for both types of farms.
The resolution covers the Formoseña localities of Villa Dos Trece, Pirané Department; and Las Lomintas, Patiño Department, with their respective colonies and places, in the case of the cucurbits, a family of plants that includes the melons, pumpkins, watermelons and cucumbers.
Meanwhile, for the production of bananasthe provision includes the localities of Laguna Naineck, Laguna Blanca, Riacho He Hé and Siete Palmasall of them located in the Department pilcomayo; and Good view in the department pilagáwith their respective colonies and places.
In order to qualify for the benefitsthe affected producers must present a certificate issued by the competent authority of the provincein which it is stated that their properties or exploitations are included in the cases provided for in said article.
For his part, he provincial government shall send to the National Commission for Agricultural Emergencies and Disasters the list of impacted producers, attaching a copy of the emergency certificate issued by the competent provincial authority.
The national banking institutions, official or mixed, and the Federal Administration of Public Revenues (AFIP) will arbitrate the means necessary for producers to enjoy the expected benefits.
The Assistance for emergency areas includes, on the one hand, the extension of the expiration of the payment of taxes that tax the patrimony, capitals or gains of the farms affected until the year following the end of the emergency.
It also includes the suspension of the start of tax execution trials for the collection of taxes owed; and if it was already started, it must be stopped until the emergency expires.
The Government announced two weeks ago the extension of benefits for producers affected by the drought.
“The first thing we do with one of the three decrees in progress is to establish the automaticity of the emergency benefits for all producers in Argentina,” explained the Minister of Economy, Sergio Massa, adding that suspend “fiscal and bank executions and the perceptions of advance or advance payment of taxes that the State collects are suspended for the duration of the emergency” so that they can “maintain access to the credit market to face what we aspire to be a better stage from May with the arrival of the rains.
In addition, he anticipated that part of the resources generated from the differential exchange rate “will be aimed at helping the field that can support exports lend a hand to the field that lost everything. That is a virtuous circle that we have to build”.
