The Federal Administration of Public Revenues (AFIP) published, through a press release, the extension from 30 to 90 days of the terms to make payments of services out of country.
The measure was taken jointly by the AFIP and the Ministry of Commerce. This change would have a direct impact on the validity of affidavits approved in the Import System of the Argentine Republic and Foreign Services Payments (Sirase).

The measure was formalized through the Joint Resolution 5351/2023published last Thursday, April 27 in the Official Gazette, in which the participation of the member organizations of the Argentinian Foreign Trade Single Window (VUCEA) regime.
“The objective is analyze compliance with fiscal duties and the financial economic capacity of the person who intends to make a payment abroad for the services provided,” the AFIP explained in a statement.
Modification of deadlines for service payments: what else is known
In this regard, from the AFIP they indicated that the information registered will be made available of the organizations that are members of the VUCEA for the purposes of their intervention within the scope of their respective competences. And for this, they can ask the AFIP to be included supplementary information that they consider accurate.

According to what was said by the fourth article of General Resolution 3599/2014 those organisms that, from now on, will be able to to intervene in the payment authorization approval process are, among others, the National Administration of Medicines, Food and Medical Technology (ANMAT)the Ministry of Commerce, Sedronar, the Ministry of Transportation, the Central Bank, the National Institute of Viticulture (INV) and the chambers, federations or associations representative of sectoral activities.
These organisms, in case their intervention corresponds, “should pronounce in a span no more than 60 calendar days from the registration in the Sirase” indicated the AFIPalthough he clarified that “the deadlines may be expanded in those cases in which some of the public agencies involved so deserve it”.

Sirase was created by the Joint General Resolution 5271 of the October 11, 2022with the idea of analyze compliance with fiscal duties and the financial economic capacity of the subject who intends to make a payment abroad for the services provided, in addition to the Import System of the Argentine Republic (SIRA).
