He Ministry of Economy created, within the scope of the Ministry of Agriculture, the Program of Economic Assistance for the Sanitary Emergency – Avian Influenza H5 and H7, which will be financed with $7,450 million of funds from the Exporter Increase Fund, made up of a part of the foreign currency settlements of agro-exports, through Resolution 638/2023 published today in the Official bulletin.

The regulation specifies that the objective of the program, which will be in force for 180 days starting tomorrow, is to assist poultry producers in mitigating the economic impact caused by the sanitary slaughter of poultry and destruction of fertile and fresh eggs. , due to the detection or suspicion of contagion of Avian Influenza H5 and H7, by assigning an economic benefit.

In this regard, it was determined that all those poultry producers who have registered the establishment under their ownership in the National Sanitary Registry of Agricultural Producers (Renspa) of the National Agri-Food Health and Quality Service (Senasa) may be beneficiaries.

How to access support

They must appear in one of the categories associated with poultry meat or egg production, rearing, reproduction of heavy or light parents, heavy grandparents, hatchery and family farming.

In addition, they must have been affected by a measure to slaughter poultry or destroy fertile or fresh eggs due to the detection or suspicion of contagion of the H5 and H7 Avian Influenza virus.

In the same way, they must not have hindered or impeded the work of Senasa agents in any of the instances of the health emergency intervention procedure, and have immediately notified the agency before the appearance of symptoms of Avian Influenza (H5/H7 ).

Likewise, they will have to be duly authorized and that the animals present in the establishment at the time of carrying out the sanitary actions have entered the same in a timely manner, covered by the corresponding sanitary documentation.

Once the origin of the benefit has been established, its amount will be determined based on the number of birds and eggs recorded in the respective Senasa certificate, multiplied by the compensation unit values ​​established for each category.

The program will allocate $7,450 million to cover benefits, depending on budget availability.

Those interested in obtaining the benefit, from the sixth business day following the date of issuance of the corresponding slaughter certificate and up to a maximum period of 30 days thereafter, must enter through the Ministry of Agriculture, Livestock and Fisheries service. They will also have to expressly request the benefit within the framework of the program, authorize Senasa to provide the application authority with the corresponding information, establish an address in an email box that will be valid for all legal purposes, notifications and information requirements, indicate a Uniform Bank Code (CBU) of a bank account in pesos in your name, and enter the other information necessary to make the benefit effective.

Producers who have in their possession slaughter certificates drawn up prior to the publication of this resolution, may request the benefit within a period of 30 subsequent days from today.

Once the term of the established terms has expired, the producer or the producer may not request the allocation of the benefit in relation to the respective act, states the norm published today in the Official Gazette.
