Fiscal responsibility and transparency, main recommendations from specialists to the ruling class

Mendoza, May 20 (NA Special Envoy) — Aiming at fiscal responsibility and transparency were the main recommendations of specialists during a seminar organized by the Public Budget Association (ASAP) in Mendoza.

After four days with presentations that focused on fiscal responsibility, sustainable public finances, clean energy and green financial management, the National Public Budget Seminar, organized by ASAP and the Government of Mendoza, came to an end.

In what was the last day of the event, Aída Kemelmajer, former minister of the Supreme Court of Justice of Mendoza, presented herself on Achievements and challenges in Justice matters; and Rubén Berenblum, consulting professor at the Faculty of Economic Sciences-UBA, who did the same from an economic history perspective.

Meanwhile, the last panel of the Seminar was in charge of the mayor of Tres de Febrero, Diego Valenzuela, who spoke about fiscal responsibility and transparency, and recounted his municipal experience.

The historian highlighted that, in order to achieve responsible fiscal management, it is necessary to develop careful and balanced expenses as a starting point, and look for ways to obtain virtuous tax revenues with the challenge of avoiding the inflationary context and gaining freedom of action, so as not to depend of higher levels and discretion.

In this sense, he once again asked for a more balanced co-participation where Buenos Aires receives a fairer portion of what it contributes (it receives a 25% vs. 37% contribution) and it can spread more efficiently to the suburbs.

“Today Tres de Febrero is ranked 133 out of 136 municipalities that receive the lowest co-participation per capita,” Valenzuela closed.

Then, Ricardo Gutiérrez, former Secretary of the Treasury of the Nation, analyzed public accounts, international standards and fiscal transparency.

After these panels, the closing ceremony was held, which was in charge of the authorities of ASAP and the Province of Mendoza. The president of ASAP, Gonzalo Lecuona, said: “The issues were treated at a very high level, the participation, the questions, the debate in each one was enormous. The central issue is fiscal responsibility and transparency. In the election period , that the balance of the economy, the fiscal responsibility of the State is being discussed and fortunately we have dealt with it at the 3 levels, national, provincial and municipal”.

“We have also worked on a central issue for Mendoza, which is the issue of energy, and we have given it an approach essentially oriented towards clean energy, especially emphasizing the enormous potential that Argentina has,” he said.

For his part, the Minister of Treasury and Finance, Víctor Fayad, who spoke on the third day on sustainable public finances, highlighted that “they have been days in which many issues have been addressed and in which Mendoza deals, once again, with of being a north in the framework of institutionality and fiscal and energy responsibility. These are three issues that have been addressed transversally in the seminar, also adding a tribute to 40 years of democracy”.
