The Secretary of Energy launched this Wednesday a new program to impulse replacement of energy-saving lamps in low-income households and neighborhood clubsthrough the subscription of agreements with provinces, municipalities and communes.
He Let’s Light Up Argentina Plan (Iluminar), created through Resolution 409/2023 published in the Official Gazette and of a permanent nature, will seek to replace the use of high-consumption lamps for others of higher energy efficiencyin low-income households and in neighborhood and village clubs.
In the same way, accompanying the replacement of artifacts, it will aim to “raise awareness about the vadvantages derived from the rational and efficient use of energy electric”.

This is not the first State initiative: in December 2007, in addition to declaring energy efficiency of national interest and priority, the National Program for the Rational and Efficient Use of Energy (Pronuree) was created.
This program, in addition to aiming to reduce consumption levels in the buildings of the National Public AdministrationI was also looking for make users aware of the presidentials about the benefits of efficient use of electricityand understood the replacement of incandescent lamps with low consumption ones in all residential dwellings in the country.
However, this residential replacement plan was repealed in July 2018 through Resolution 14 of the former Ministry of Energy, during the administration of Mauricio Macri, arguing that the program had “weaknesses related to the design of the implementation and control”, based on a report from the General Sindicatura de la Nación (SIGEN).

In addition, at that time it was pointed out that the replacement program “was not appropriate” to the public policies that were being applied at that time.
Since then, there was no plan to replace light bulbs with financing from the National State in homesbeyond initiatives such as the Efficient Lighting Plan (PLAE), aimed at replacing street lights with LED technology.

It is aimed exclusively at lower income users that are found framed within Level 2 of rate segmentationlike the neighborhood and town clubs registered as non-profit civil associations in the national registry created for this purpose.

The regulations designate the Undersecretary of Electric Power as enforcement authority, which will sign agreements with provinces, municipalities and communes that present the corresponding requests; while the Renewable Energies Directorate of said undersecretary will be the executing unit.
The requesting jurisdictions must present the replacement proposalspay the expenses of execution of work and hiring of personnel, and render accounts later on the fulfillment of the objectives.
