Faced with the conservative fiscal stance of the government of Andrés Manuel López Obrador, which focused on containing the debt, the IMF asks for a medium-term “credible tax reform” because it considers that it could help finance social spending and public investment.
The IMF also urges “to reform the business strategy and governance” of Pemex, the state company Petróleos Mexicanos that lost 77,244 million pesos (about 3,790 million dollars) in the third quarter of the year.
The executive directors acknowledge that Mexico has adopted policies against global warming and ask it implement a “comprehensive strategy” that takes advantage of “the diverse renewable resource base” to foster a “more economical, sustainable and competitive energy sector”.
The IMF also cites the importance of reducing gender gaps and “pushing for anti-money laundering and terrorist financing reforms.”
In any case, the multilateral institution has words of praise for Mexico for maintaining “Economic stability during a challenging period, underpinned by very strong macroeconomic policies and institutional policy frameworks.”
