The Government implemented the requirement of a new certificate that the importer must present to the General Directorate of Customs an Import Certificate issued by the Directorate of Imports to acquire all the goods produced in the free zone of the Port of La Plata. This is a measure that seeks to combat the misuse of these types of areas in Argentina.

Thus, through Decree 341/2023, published this Friday in the Official Gazette, this new requirement is established for the entry of supplies to that zone free of customs duties and internal taxes.


for the purposes of the processing of the Import Certificate mentioned above, the importer must submit to the Directorate of Imports as an affidavit all the information that justifies the operation he wishes to carry out. And it is provided that the merchandise reached by the aforementioned decree will be subject to the Destination Verification Regime for five years counted from the dispatch to the market.
What are free zones
There are different free zones in the country, whose objective is promote trade and export industrial activity, facilitating that the increase in efficiency and the reduction of costs associated with the activities carried out in them extend to investment and employment, and that their operation will be convergent with the national commercial policy. Likewise, the activities carried out there must contribute to the growth and competitiveness of the economy and be fully incorporated into the regional integration process.
In the case of the Free Zone of La Plata, province of Buenos Aires, It was established that commercial, service and industrial activities could be carried out, the latter, with the sole purpose of exporting the resulting merchandise to third countries and, also, capital goods can be manufactured there that do not record production records in the General Customs Territory , in order to admit its importation into said territory.
Imports for consumption into the General Customs Territory are exempt from import duties, fees for port, airport, statistical and verification services, as well as internal taxes and Value Added Tax.
