Establish credit regime for electricity distributors

The Government established a credit regime for companies that distribute electricity. The objective is to guarantee the population the right of access to the service.

The Ministry of Energy established a special Regime of Credits for the electricity distributors who buy energy in the Wholesale Electricity Market in order to “guarantee the population the right to service access of electrical energy and, at the same time, sustain the solvency of the MEM in the framework of the prevailing economic and health emergency at that time”.

This is established by Resolution 575/2023, of the Secretariat of Energy, which was published this Thursday in the Official Gazette. The standard indicates that the value of credits are set in a specific unit of measure, which is equal to three times the average megawatt hour (MWh) billed per CAMMESA in 2022, the administrator of the MEM.

Loans to distributors: the conditions

The credits will be available to those companies that, as of September 30, 2022, do not have debt with CAMMESA for the purchase of energy, capacity and their associated concepts or that its level of debt is less than an average transaction of the Distributor in the year 2022.

Likewise, it was established that, in order to continue with the policy of regularization of debts with CAMMESAand maintain a minimum collectability of 90% of the MEM, the amount of the recognized credits must be applied to the cancellation of the monthly invoice, as long as it represents, at most, 30% of the monthly bill who must pay the distributornot being able to be late in their payments during their validity.
