The tax regulator enabled an online service for receiving import licenses and other documents. The standard will be implemented according to a schedule set by AFIP.
The Federal Administration of Public Revenues (AFIP) resolves to make available to the Executing Unit of the Argentine Foreign Trade Single Window Regime (VUCEA) and the Cross-Border Trade Regulatory Agencies (ARTF), the web service for Reception of Licenses, Permits, Certificates and Other Documents (LPCO) for the admission of said documents and their automatic validation in the MALVINA Computer System (SIM).

The Service will reach all Licenses, Permits, Certificates and Other Documents (LPCO) issued by the Cross-Border Regulatory Agencies (ARTF) that have been incorporated into the VUCEA Regime. The structure of each document will be verified by means of a Structure Validator prior to its acceptance. And, when making a customs declaration in the MALVINA Computer System (SIM), the declarant must refer to the “Procedure Identifier” by which the relevant Agency authorized to import or export the merchandise.


In cases where there are data inconsistencies between the LPCOs incorporated into the “LPCO Reception Service” and the customs declaration, the MALVINA Computer System (SIM) will prevent its officialization and will inform the declarant of the corresponding reasons.

Also, if there is communication failures between the organizations that prevent the transmission of data in a timely manner or other failures of a computer nature (unrelated to the declarant) that make it impossible to carry out the automatic validation of the LPCO, the General Directorate of Customs may authorize a contingency mechanism for the officialization of customs destinations.
This is established by AFIP General Resolution 5384/2023, published this Monday in the Official Gazette, which implements the implementation of this decision and is in line with what is established in the framework of the creation of the VUCEA National Regime. In this sense, it provides that the guidelines contained in the “External User Manual” must be observed, which will be available in the microsite “Single Window for Foreign Trade (VUCE)” of the AFIP site. This rule will come into force as of this Monday and will be applied according to the implementation schedule established by the AFIP.
