Before an opening, Kosacoff considered that systemic conditions need to be guaranteed: “A stable macroeconomy is required, without inflation, zero deficit, infrastructure to improve logistics, an efficient financial system, a technology institute for innovation, and a legal framework to suitable employment contracts.
