Government launched measures for monotributistas, self-employed workers and SMEs

The Government announced different tax relief measures for professionals, monotributistas, self-employed and SMEsas anticipated Ambitwithin the framework of a presentation given this Friday at the Professional Council of Economic Sciences of the City of Buenos Aires.

These measures will be complemented by other announcements aimed at informal workers. It is known that it will be a fixed sum but it has not yet been defined what requirements will be established and what universe it would cover. It would be similar to the IFEbut it would not have that name, according to what they say in the Palacio de Hacienda.

The tax simplification and tax relief scheme designed by the Ministry of Economy for the self-employed contemplates that the current transition from the monotax to the responsible regime inscribed “it is inequitable”.

Below is the detail of the resolutions announced by the Minister of Economy.

Self-employed

  • Extension of payment of the personal contribution for September, October, November and December.
  • Extension of VAT payment for September, October, November and December.
  • Update of amounts of the income tax withholding scale (General Resolution AFIP 830).
  • New amount not subject to withholding of $160,000

These measures benefit 701,000 professionals and small self-employed merchants (337,000 professionals and services; and 364,000 merchants)

Monotributistas

  • Suspension of exclusions for exceeding the billing limit until the scale is updated next year and suspension of automatic cancellation for non-payment.

This decision benefits 1 million monotributist professionals.

SMEs

There is a plan of payment that will allow SMEs to regularize debt with the following conditions:

  • 120 monthly installments
  • Valid until 12/31/2023
  • Allows you to include Obligations due until 08/31/2023
  • Allows you to include expired plans
  • Interest rate 4.14 monthly (70% of the compensatory interest rate)
  • Simplification for professionals

For professionals it is established an optional regime for paying tax returns in January of each year so that the beneficiary can manage their rest time with the family.

Simplification for micro and small businesses

The economic leadership aspires to discuss a bill with professionals.

For self-employed merchants, professionals and those who provide services, the Simple scheme will imply that those who have income of up to 15 monthly vital and mobile minimum wages (similar limit as that of employees who do not pay Higher Income) can opt for this simplified regime with the following characteristics:

It will be a different regime than the monotax.

A single monthly payment, covering social security, VAT and Profits.

Payment will be determined as a percentage of billing.

While, The opposition affirms that these measures have a fiscal impact and therefore will be inflationary. From the Treasury Palace they announced this Friday that the fiscal deficit, the accumulated primary result, is negative at $2.3 trillion (-1.30% of GDP), in line with the projection reported to the IMF. They affirm that so far this year there has been a real increase in resources of 5.3% and a cut in primary spending of 8.5%.
