Non-automatic transfers to the provinces grew above inflation

September was the third month of the last 12 in which a year-on-year increase greater than inflation was recorded, after the cases of March and August.

Non-automatic or discretionary transfers from the national State to the provinces and the city of Buenos Aires totaled $267,910 million in September and registered a year-on-year increase of 214%, unprecedented growth in recent years. This was reported by the consulting firm Politikon Chaco based on data from the Open Budget of the Ministry of Economy.

It should be noted that non-automatic or discretionary transfers are not subject to predetermined percentages, unlike automatic transfers, which They are made up of the Federal Tax Co-participation, special laws and compensation for the Fiscal Consensus. That is to say, they are not governed by pre-established mechanisms, but rather by different current circumstances, such as fiscal or financial emergencies, the need to finance works or services, or assistance due to natural disasters.

This is the third case in the last 12 months in which a year-on-year increase greater than inflation was recorded, after the cases of March and August.

How funds were distributed to the provinces

With an inflation estimated by the consulting firm for last month of 11.4%, the increase at constant values ​​of non-automatic transfers was 33.4%, with real increases of 486.6% for the Funds by Regulation of the law 27,606, destined for the City of Buenos Aires, 52% for the National Teacher Incentive Fund and 14.4% for Assistance to Provinces.

As usual, due to its area and population, the province of Buenos Aires topped the list of transferred resources with $98,451 million, but the district that had the largest percentage increase was CABA, with a real interannual increase of 297.6%.

The list of non-automatic transfers by province is as follows, with the percentage increase they registered:

  • Buenos Aires: $98,451 million, with a real year-on-year increase of 20.7%.
  • City of Buenos Aires: $73,863 million (297.6%).
  • La Rioja: $10,373 million (5.6%)

  • Santa Fe: $7,435 million (6.9%)
  • Santiago del Estero: $6,934 million (11.9%)
  • Entre Ríos: $6,373 million (-9.8%)
  • Missions: $5,786 million (68.3%)
  • Formosa: $5,387 million (44.3%)
  • Córdoba: $5,339 million (-40.8%)
  • Neuquén: $4,956 million (44%)
  • Tucumán: $4,439 million (57.7%)
  • Salta: $4,951 million (73.4%)
  • La Pampa: $3,649 million (33.9%)
