The official text establishes that the National State has the duty to guarantee the rights of the population, “particularly access to basic goods, such as wheat flour”. Likewise, that the implementation of the Argentine Wheat Stabilizing Fund seeks to guarantee a reference value for wheat in the domestic market, which allows maintaining stability in the share of the flour bag as a component of the cost of the products derived from it. .


The Resolution maintains that the National State has been adopting a series of public policies that seek to stabilize the prices of products in favor of the consumer, such as the “ProgramFair Pricesyes.” To improve the impact of these policies, Therefore, it is necessary to update the reference prices of wheat and its derived products.
Consequently, the measure updates the reference prices for wheat and its derived products, with a cumulative increase of 77.5% for the first 10 months of 2023. “These figures are well below those reflected by the INDEC for the price of French bread in GBA and the General CPI”.
The main points of the resolution:
In the annex to the measure it is indicated that the prices are without taxes and at the exit of the mill, that is, before including delivery costs. The measure indicates that the prices of the annex will be updated monthly by the enforcement authority. The update will be based on the following parameters:
- 40% of the monthly variation of the average theoretical FAS value in pesos published by the Secretariat of Agriculture, Livestock and Fisheries of the Ministry of Economy.
- 30% of the monthly variation of the Wholesale Price Index (IPIM) of the last month available on the website of the National Institute of Statistics and Censuses (INDEC).
- 30% of the monthly variation of the Salary Index published by the National Institute of Statistics and Censuses (INDEC).
If the previous formula returns a value less than 1%, The minimum monthly adjustment will be 1%.
