In the text, it is mentioned that the inactivity rate of people with disabilities is very high, due to the barriers they face in accessing work. To guarantee the right to work and social protection, the decree establishes that people with disabilities will be able to work without losing their pension, as long as they accredit and maintain the health and social vulnerability conditions that gave rise to their granting.


The decree also establishes that the National Disability Agency will dictate the criteria, procedures and documentation necessary for access and maintenance of benefits.

The articles of the decree establish the following points:
