Housing market: Germany as an individual EU case: More tenants than owners

The ownership rate for apartments is falling. Germany has a special position across the EU.

When it comes to apartments and houses, Germany remains the only EU country with more tenants than owners. The proportion of owners fell from 49 to 47 percent last year, according to the Eurostat statistics office. In Austria, which has the second lowest ownership rate, the proportion also fell – from 54 to 51 percent.

According to Eurostat, the ownership rate across the EU fell by almost one percentage point. Overall, 69 percent are owners and 31 percent are renters. The ownership rate is particularly high in eastern EU countries such as Romania (95 percent), Slovakia (93 percent), Croatia (91 percent) and Hungary (90 percent).

In addition to Austria, the lowest ownership rates outside of Germany are found in Denmark (60 percent) and France (63 percent). Outside the EU, Switzerland has an even lower ownership share (42 percent) than Germany.
