Transfers to provinces by Coparticipation fell in November due to a decrease in Earnings and BBPP

It should be remembered that in October transfers had registered their first year-on-year contraction since June of last year.

From the IARAF they explained that, while the decrease in October responded fundamentally to a real retraction in VAT collection, The poor performance in November was the consequence of significant drops in other coparticipating taxes such as Earnings (-4% real) and Personal assets (-56% real).

At the jurisdictional level, the main fall was CABA (-38.6%) due to the change in its primary coefficient, which was 2.32% of the total share capital in November 2020 and became 1.4% as of January 2021.

“If the CABA is set aside due to this particular situation, it appears that the consolidated provinces suffered a lower year-on-year drop, of 1.7% in real terms,” the IARAF clarified.

Behind the City, the most affected provinces were Santa Cruz (-2.1%), La Pampa (-2%), Santa Fe (-2%) and Chubut (-2%). At the other extreme, those that saw their resources fall the least were Mendoza (-1.4%), Santiago del Estero (-1.4%), Tucumán (-1.4%) and Salta (-1.4%) .

Despite the last two falls, in the accumulated of 2021 the provinces received 7.2% more than in 2020, and 10% more if the fall for CABA is excluded for the aforementioned reasons. The total transfers between January and November were almost $ 3.2 trillion.
