Milei used another DNU to modify the State’s public spending

It is worth remembering that the president, Javier Milei, ordered the extension of the 2023 budget for one year through a DNU (Decree of Necessity and Urgency) published this Wednesday in the Official Gazette.

The modifications are made with charge to the budget denominations of origin

Through Administrative Decision 1/2023 of the National Executive Branch, the General budget of the National Administration for the financial year 2023. According to the official text, the modifications are carried out to meet expenses that cannot be postponed for the normal functioning of various jurisdictions and entities of the national public sector.

It should be remembered that the presidentJavier Milei, ordered the extension of the 2023 budget for one year through a DNU (Decree of Necessity and Urgency) published this Wednesday in the Official Gazette.

The Government, unless the Bicameral DNU Commission of Congress rejects itwill have discretion to manage the State accounts, since in article 2 of the decree the Executive delegates the Chief of the Cabinet of Ministers, Nicolás Posse, to “timely adapt” the budget according to the context.

Thus, in this way, the Administrative Decision arrives, which bears the signature of Posse and the Minister of Economy, Luis Caputo.

In particular, the modifications are intended to:

  • Increase the budget of Program 23 – Non-Contributory Pensions from the National Disability Agencyto attend to the payment of the pension income reinforcement provided by Decree No. 626 dated November 27, 2023 for beneficiaries of Non-Contributory Pensions.
  • Adapt the budget of the Ministry of the Interior to meet commitments made with the provincial governments.
  • Expand the budget of the Ministry of Foreign Affairs, International Trade and Worship to face the higher costs of foreign currency expenses, derived from the latest variation in the price of the US dollar.
  • Increase the budget of the Retirement, Retirement and Pension Fund of the Federal Police, to address the needs associated with Retirement, Retirement and Pension care.
  • Modify the budget allocated to the care of Retirements, Retirements and Pensions of the Institute of Financial Aid for Payment of Military Retirements and Pensions.
  • Adapt the current budget of the Ministry of Energy, in order to attend to expenditures destined for the Administrative Company of the Wholesale Electricity Market Sociedad Anónima (CAMMESA).
  • Adapt the budget of the National Social Security Administration (ANSeS), aimed at meeting personnel expenses to address the deficit in salary and operation.
  • Increase the budget allocated to the payment of Family Allowances.
  • Strengthen the budget allocated to unemployment benefits.
  • Strengthen Financial Sources and Financial Applications in order to reflect operations of the Sustainability Guarantee Fund.
  • Increase the budget of the former Ministry of Social Development, Programs 26 – Food Policies and 38 – Actions of the National Program for Socio-Productive Inclusion and Local Development Promote Work.
  • Strengthen the budgetary credits included in the orbit of Jurisdiction 91 – OBLIGATIONS CHARGED BY THE TREASURY intended to meet the needs framed in the refund regime for violated sectors and in the refund regime for final consumers of a proportion of the purchases that carried out in businesses registered in the “butcher shops registry”.

The modifications are made with charge to the budget denominations of origin. Besidesthe budget commitment quotas corresponding to the fourth quarter of the year 2023 and the budget accrual quotas for the month of December of the year 2023 are modified.
