In the “declarative action of certainty” it was requested to declare “the absolute and irremediable nullity of decree n°70/2023 because it is manifestly contrary to the Constitution” and that immediately “a precautionary measure be issued that provides for the total suspension of the effects.”

The Court is also asked to order the Executive Branch “not apply any of its provisions until the final resolution of this case.”
