Banks want to give access to data on the spouses and children of borrowers

The ministry, together with the Federal Tax Service, is working on the withdrawal of information from the unified state registry of civil status acts (USR registry office) into the “Digital profile”. This is stated in a reply letter from the Bank of Russia to the National Council of the Financial Market (Izvestia has it).

The list of information about citizens available through the Digital Profile is planned to be expanded, the Central Bank and the Ministry of Digital Science said in response to a request from Izvestia.

Banks needed information from the Unified State Register of Civil Status Acts (USR REGISTRY OFFICE) after in Russia the marks of marriage and children in passports became optional. Then the NSFR reported to the Central Bank that these data are necessary for financial institutions to correctly assess the credit and solvency of the borrower, taking into account spending on the family.

In addition, due to the lack of information about spouses and children, banks see the risks of challenging real estate transactions, as well as difficulties in foreclosure on the subject of a pledge and in identifying heirs in the event of, for example, the death of a borrower.

Sberbank, PSB, VTB, Zenit, Otkritie, Loko Bank, Absolute and Post Bank know that they are currently discussing the provision of access to data on the spouses and children of potential borrowers through this channel, they said, “ Izvestia “their representatives.

“Digital Profile” is a channel for obtaining confirmed data from government agencies with the consent of Russians. It works in this way: when applying for a loan, bank clients can agree that the lender receives information through the “Digital Profile” – then the questionnaire will be filled in automatically, and the information will not need to be confirmed with additional certificates. The corresponding pilot project was launched in May 2020 and will run until December 31, 2022.
