Russian President Vladimir Putin signed the law on the budget for 2022 and for the planning period 2023–2024. The document was published on Tuesday, December 7, on the official portal of legal information.
According to the law, Russia’s budget revenues in 2022 will amount to 25.021 trillion rubles, in 2023 – 25.540 trillion rubles, in 2024 – 25.831 trillion rubles. It is expected that expenditures in 2022 will amount to 23.694 trillion rubles, in 2023 – 25.241 trillion rubles, in 2024 – 26.354 trillion rubles.
The budget was formed on the basis of the forecast of the Ministry of Economic Development for the growth of GDP of the Russian Federation in 2022 compared to the expected level of the current year by 3% – up to 133.328 trillion rubles, an increase in the total volume of investments by 5.9% – up to 24.407 trillion rubles, the inflation rate of 4% compared with an expected 5.8% in 2021.
The document also provides for the financing of targeted support for families with children. Thus, the law regulates an increase in the living wage and the minimum wage (minimum wage) from 2022 by 8.6%.
In accordance with the innovation, the minimum wage should increase to 13,890 rubles, and the subsistence minimum per capita – to 12,654 rubles. In total, the increase in income will affect 19 million citizens.
In addition, the budget includes additional funds for the development of the health care system and education. It is planned to solve the housing problems of Russians, repair roads, promote youth employment, subsidize air travel for residents of the Far East, and develop rural areas.
The bill was submitted to the State Duma on September 30. It was noted that it provides for a further step-by-step increase in support for Russians, including as part of the implementation of the President’s message to the Federal Assembly. Prime Minister Mikhail Mishustin said that social expenditures of the Russian budget in 2022-2024 will not be reduced, their increase is envisaged.
On November 24, the Russian leader called for everything to be done to ensure a decent level of salaries for public sector employees. As Putin noted, these parameters are linked to the average income in the economy of each region. He stressed that they “must be strictly implemented.”
