On average in the country, tariffs for housing and communal services will increase by no more than 4% from July 1, 2022, the Federal Antimonopoly Service (FAS) told Izvestia.
When setting the parameters for the indexation of tariffs and payments of citizens for housing and communal services, the department relies not on the real economic situation, but on the forecast of the socio-economic development of the Russian Federation and the draft law on the federal budget, said Hayk Baghdasaryan, an expert of the public council commission under the Ministry of Construction for housing and communal services. Both documents indicate that an average annual inflation of 4.3% is expected next year, he said. According to the Central Bank, the rise in prices in 2022 will be 4-4.5%, at the end of 2021 – 7.4-7.9%.
FAS will control the change in the cost of housing and communal services and will continue to monitor tariffs, the ministry said. The population is protected by restrictions in the form of indexes of utility bills – the department restrains the growth of tariffs within their framework, they added.
As Izvestia reported, the need for an annual increase in tariffs is due to inflation, so the increase in prices is fixed in accordance with the forecast of average annual inflation. The government sets limit indexes for increasing fees in each region, this applies to tariffs for heating, hot and cold water, sanitation, gas, electricity and garbage collection. The rise in prices for different utilities may differ, but in aggregate cannot exceed the limit indices set for the subjects.
