Analytics of the data of the state information system (GIS) for accounting for housing lease agreements, the draft law on the creation of which is under development, will determine the framework of the market value, which will be recommended to the parties to the transaction for acceptance. This was reported to Izvestia in the Ministry of Construction.
The influence of the information system on market rental rates is not expected, the department stressed.
Now the draft law on the creation of a GIS is at the stage of development, the document is being coordinated – proposals and comments from interested participants and authorities are being collected. So, today the provisions of the bill are the subject of discussion and revision within the framework of regulatory procedures, after agreeing on common approaches, the bill will be presented for public discussion, the Ministry of Construction said.
“The key goal of the ongoing regulatory work is the elimination of the main restrictions in the field of legal regulation that impede the development of the rental housing market,” the ministry said.
The ministry also noted that the project is aimed at protecting the interests of citizens by creating transparent conditions for concluding lease agreements, introducing convenient mechanisms for interaction between the parties using modern digital technologies and observing the norms of the legislation of the Russian Federation.
In addition, the document is aimed at supporting the tenant, who is traditionally considered the least protected party to the contract, the Ministry of Construction noted. In particular, this means protection against the risks of termination of the lease or unreasonable increase in payment at any time at the initiative of the lessor, the department explained.
The impetus for the parties to the contract will be the security of the lease relationship in principle and the convenience of working with the platform, the ministry is sure.
As explained in the Ministry of Construction, for tenants, the platform will act as a guarantor of the transaction and ensure legal interaction with the lessor. It will be possible to check both the object and the owner, to make mutual settlements transparent. For citizens who rent housing, this is a guarantee of security in rental transactions, protection from fraud and fraudulent activities.
