For Russian digital companies operating abroad, it is proposed to provide for a mechanism to compensate for losses in the event of sanctions. This is stated in the list of measures that were discussed at a meeting in ANO Tsifrovaya ekonomika with the participation of the Ministry of Economics, the Central Bank and the largest digital companies, including Sberbank, Yandex, VK (Izvestia has the document).
Also in the list of measures included in the list following the discussions is the establishment of the obligation of operators for the processing of personal data to conduct a regular audit of security systems, and in the case of decentralized storage of client information, to completely insure the risks of information compromise. At the same time, it is proposed to allow players to transfer personal data of customers between different services in the same ecosystem without obtaining additional consent from the user.
“The measures are aimed at developing Russian digital business, developing competition and improving the quality of services provided to citizens. The greatest effect, in the opinion of the round table participants, should be provided by measures to stimulate activities, including abroad, and to increase the efficiency of data processing. The result of a series of round tables held at the site of ANO Tsifrovaya ekonomika will be a consolidated document with a proposal for measures and a description of the expected effects, “said Dmitry Ter-Stepanov, deputy general director of ANO Tsifrovaya ekonomika.
The fact that Russian ecosystems need to be given preferences was already mentioned in the concept of the Cabinet of Ministers for regulating the activities of digital platforms, signed by First Deputy Prime Minister Andrei Belousov. Izvestia wrote about this in May 2021.
