The rise in prices for sugar and sunflower oil can be slowed down if retail chains are prohibited from collecting fees from their producers, according to the Ministry of Agriculture. According to the law on trade, suppliers pay retailers bonuses for the fact that chains purchase a certain amount of goods from them, provide promotion or logistics services. Basically, manufacturers are giving discounts on products. To prohibit retail chains from taking such rewards, sugar and butter must be included in a separate list of socially significant goods, the Ministry of Agriculture said in a letter to the office of Deputy Prime Minister Victoria Abramchenko. Izvestia got acquainted with the document. Her office confirmed receipt of the letter.
Earlier, on November 8, Victoria Abramchenko instructed the Ministry of Agriculture, the Ministry of Industry and Trade, the Ministry of Economic Development and the Federal Antimonopoly Service to submit proposals to stabilize the cost of sugar and sunflower oil. According to Rosstat, in November, the average retail prices for sugar in the Russian Federation amounted to 54.6 rubles per 1 kg (+ 4.3% to the level of 2020), for sunflower oil – 135.1 rubles per 1 liter (+ 9.9% ). Last year, the dynamics were more impressive: by November 2020, sugar rose in price by 59% per year, sunflower oil – by 25%.
The list of socially significant goods was approved by the 2010 government decree No. 530. The list includes 24 items, including different types of meat (chicken, pork, beef), milk, salt, tea, potatoes, carrots, apples.
Producers of a part of socially important goods are exempted from paying remuneration to retail chains, the Ministry of Industry and Trade reminded Izvestia. We are talking about chicken meat and milk, corresponding to GOSTs, and two types of bread – from wheat and rye flour, the department specified.
