Banks began to study the possibility of free transfers up to 1.4 million rubles

Already in 2022, bank transfers within 1.4 million rubles between their accounts can be made free of charge for consumers of financial services. The Central Bank is counting on this, the Central Bank told Izvestia, where they are now preparing appropriate proposals to amend the legislation.

Anatoly Aksakov, the head of the State Duma’s financial market committee, clarified in a conversation with Izvestia that the initiative is now being drawn up, and the project will be submitted for consideration by legislators early next year. According to the Central Bank, the ability to transfer money to the bank that will offer customers the best conditions at the end of the deposit period will be available, including through the Fast Payment System (FPS). But so far we are not talking about card accounts. This issue requires additional discussion with payment systems, including international ones, the Central Bank said.

On Friday, December 17, the head of the Central Bank Elvira Nabiullina announced a new opportunity for depositors. She noted that the growth of the promised yield following the key rate makes time deposits an attractive instrument of savings. But, she stressed, banks are artificially limiting depositors’ opportunities to use these new, more lucrative offers.

“The conditions for attracting so-called“ old ”and“ new ”money are different. There are barriers in the form of commissions for transferring depositor’s funds from one bank to another. We consider such differentiation, or rather discrimination, unreasonable, ”said the head of the Central Bank.

Answering a question from Izvestia, she explained that it is possible to withdraw money in cash and transfer it from bank to bank, but we have long been living in the predominance of non-cash forms. And transfer fees can be a barrier for people to freely dispose of their money and choose those banks where deposit rates are more attractive to them.
