The measure published tonight in the Official bulletin reforms article 2 of the decree 1609 sanctioned on September 5, 2012 during the second presidency of Cristina Fernández de Kirchner.

Furthermore, he pointed out that “A EIGHTY PERCENT (80%) of the total FIVE PERCENT (5%) of the monthly collection corresponding to the contributions established in paragraphs a) and b) of article 16 of Law No. 23,660, will be distributed in a manner directly proportional to the number of members of each Agent.”

However, article 1 of decree 355/24 published this Thursday night replaces what was previously expressed with a new article 2 that states:
- “The ASYMMETRY MITIGATION SUBSIDY (SUMA) will be distributed by the FEDERAL ADMINISTRATION OF PUBLIC REVENUES (AFIP), automatically and in arrears, among the Agents of the National Health Insurance System. THREE PERCENT (3%) of the monthly collection corresponding to contributions and contributions established in paragraphs a) and b) of article 16 of Law No. 23,660 will be distributed in a directly proportional manner to the number of members of each Agent.”
At the same time, it repeals article 3 of the regulations approved in 2012 and which stated the following: “The amount of the subsidy received by Agents with more than FIFTY THOUSAND (50,000) affiliates may not be less than ONE AND A HALF PERCENT ( 1.5%) of the total collection, corresponding to the contributions established in sections a) and b) of article 16 of Law No. 23,660, nor greater than EIGHT AND A HALF PERCENT (8.5%) of the same”.
