Individual entrepreneurs with disabilities and without employees will receive the status of a social enterprise, the Ministry of Economic Development told Izvestia. The department has developed a corresponding bill.
This means that they will be able to apply for special support measures, both intangible (consultations and educational events) and financial – for example, grants and soft loans.
The status of a social enterprise appeared in Russia in 2019, when amendments were made to the federal law on the development of SMEs. Today, small and medium-sized companies can apply for it, at least half of the staff of which is made up of socially vulnerable categories of citizens, including the disabled, and the cost of paying for their labor reaches at least 25%. At the same time, individual entrepreneurs without hired workers, who themselves belong to the category of disabled people, do not have the right to such a status.
Prime Minister Mikhail Mishustin drew attention to this problem at the commission on the development of SMEs in early December. As follows from the minutes following the meeting (available to Izvestia), he instructed the Ministry of Economic Development and the Ministry of Finance to submit to the government a regulatory act that would allow individual entrepreneurs with disabilities without hired workers to obtain the status of a social enterprise.
