Business and experts criticized the new principle of distribution of subsidies for the development of tourism in the regions. We are talking about two draft government decrees that Rosturizm developed in August 2021. In particular, on the distribution of federal funds for grant support for the development of domestic and inbound tourism, as well as the creation of campgrounds and car campings.
The projects assume that now regional authorities will deal with the distribution of subsidies, although a similar competition was held at the federal level in 2020, said Alexey Kozhevnikov, vice president of Opora Rossii, member of the public expert council for the tourism and hospitality industry project.
However, then among the entrepreneurs there were many questions about the transparency of the procedure for distributing funds, he noted. It was still not clear to the business, on the basis of which points were awarded to the participants, how the projects were evaluated, reminded Sergey Romashkin, general director of a large tour operator company “Dolphin”.
The new documents raise even more questions, said Aleksey Kozhevnikov. For example, they do not indicate that the regional authorities should develop rules for the participation of entrepreneurs in the competition, he explained. In addition, the draft resolutions provide for the provision of grant support to state and municipal companies. Participation in the competition of such enterprises creates unequal competitive conditions, says the conclusions of the public expert council on the national project “Tourism and the hospitality industry” directed to Rosturizm (Izvestia has it).
Opora Rossii sent similar letters with a request to intervene in the issue to the Federal Antimonopoly Service and the Cabinet of Ministers. The FAS was asked to “assess the said draft resolutions for compliance with antimonopoly legislation.” Izvestia got acquainted with copies of the documents.
